Etowah County authorities have charged an Altoona man with felony domestic violence involving strangulation. According to Sheriff Todd Entrekin, Joel Matthew Hicks, 27 was arrested on February 11, 2015 and charged with domestic violence by strangulation.

Investigators said Hicks was verbally arguing with the victim and then used his hands to strangle the victim by the neck until the victim passed out. After booking into the Etowah County Detention Center Hicks was released on $5,000 bond.
